OECD Database on Governance of Public Research Policy (RESGOV)

With more than 100 indicators, the RESGOV database provides unique information on country features as well as OECD-wide trends of governance of public research policy. Its purpose is to support policy analyses that help inform governments with regards to designing more effective public research policies.

This page provides access to the full database. Any updates will also be posted here. Detailed survey responses by country are also available to provide additional background information. Future versions of the website will allow navigating the website and will be integrated to the EC-OECD STIP Compass.

About the data

The indicators presented here are based on a survey that gathered information on country policies in the 35 member countries of the OECD between March 2017 and May 2018. The collected information was approved by national authorities and country delegates to the OECD Working Party of Technology and Innovation Policy (TIP).

They expand existing indicators on science, technology and innovation of the OECD and provide new insights on institutions in charge of priority setting, funding and evaluations of HEIs and PRIs, national Science, Technology and Innovation (STI) Strategies, Research and Innovation Councils, stakeholder engagement, and autonomy of HEIs and PRIs. The data covers 35 OECD countries for the year 2017 with additional information on reforms going back to 2005. The data is made freely available online for download. The last update was on 18 September 2018.

Future developments

In the coming months, the RESGOV Database will be fully Integrated within the STIP Compass providing powerful features that will allow users to navigate through dynamic dashboards and to use a sophisticated search tool with smart filtering. These interfaces will allow users to seamlessly query the database to identify country policies on a wide range of STI policy issues.
